As Saudi Arabia accelerates the adoption of resilient and future-ready digital infrastructure, the Technical and Vocational Training Corporation (TVTC) has implemented a strategic national project to migrate its Student Information System, known as “Rayat”, to a secure local cloud environment hosted within the Kingdom of Saudi Arabia, with the support of Naseej for Technology as a specialized digital transformation partner in learning and knowledge management. The project marks a regional first for an institution of this scale, delivering a seamless transition with zero disruption to daily academic and administrative operations, despite the system’s role as a mission-critical backbone for multiple dependent platforms.

As the national authority responsible for technical and vocational training in Saudi Arabia, TVTC serves a vast ecosystem of technical colleges, institutes, international partnerships, and private training providers. Rayat is a mission-critical system that manages the entire trainee and trainer lifecycle, from admission and registration through academic records, attendance, grades, and graduation, ensuring continuity and reliability.
The system currently supports more than 260,000 trainees across 283 training facilities nationwide, making its stability and continuity essential to admission and registration planning, strengthening operational readiness, and enabling the Corporation to accommodate a growing number of general education graduates within the Kingdom’s technical and vocational training ecosystem.
A Strategy-Led Migration Aligned with National Priorities
The Technical and Vocational Training Corporation (TVTC) led the project end-to-end, with direct support and close collaboration from Naseej for Technology, a specialized technical partner, to design a migration approach aligned with national digital transformation priorities, data residency requirements, and long-term sustainability and scalability goals. This collaborative approach ensured that all services remained fully operational throughout the transition, safeguarding institutional efficiency and user trust.
This phase involved in-depth analysis and the design of a secure cloud architecture for the Rayat system and its services, along with reengineering system integrations, data synchronization, and implementing backup and business continuity scenarios to address operational risks. The effort required thousands of specialized person-hours delivered jointly by the Corporation’s teams and its technical partner, highlighting the extensive behind-the-scenes work that ensured system stability and the successful execution of this national-scale migration.
By translating this strategy into secure, scalable execution, the Technical and Vocational Training Corporation (TVTC), in collaboration with Naseej for Technology, completed the migration of “Rayat” to a local cloud environment hosted in Saudi Arabia, supported by professional cloud services and rigorous validation processes. The project preserved full system functionality, ensured secure integration with all dependent subsystems, and enhanced overall operational resilience, performance, and readiness for future expansion.
Seamless Execution with Zero Operational Disruption
From an execution and delivery standpoint, the migration journey was completed smoothly and efficiently, despite the complexity of the environment and the scale of TVTC’s operations. Careful planning, phased execution, and proactive risk management enabled the transition to be completed without impacting trainees, trainers, or administrative staff, setting a new benchmark for large-scale cloud migration projects in the region.
This transformation is expected to positively impact the Corporation’s operational performance, particularly within Trainee Affairs and Information Technology, by improving admission and registration efficiency, accelerating service processing, reducing operational risks, and enhancing digital service readiness, delivering sustainable operational and financial returns over the medium and long term.
